GSEO Hosts Seminar on Sino-Belarus Cooperation on Low-Carbon Technology Innovation and Clean Energy Sector Development


On January 20, 2022, the 30th anniversary of the establishment of diplomatic relations between Belarus and China, the Green and Smart Energy Organization, in cooperation with the National Academy of Sciences of Belarus, hosted an online seminar on the topic of “Sino-Belarus Cooperation on Low-Carbon Technology Innovation and Clean Energy Sector Development.” Senior experts from China and Belarus and heads of leading companies conducted in-depth exchanges on the latest development trends and innovations in clean energy and other fields relating to low-carbon development, and discussed potential opportunities for cooperation in energy production between the two countries.

Lysenko Sergey Alexandrovich, Director of the Institute of Nature Management of the National Academy of Sciences of Belarus, presented an analysis of the carbon balance of terrestrial ecosystems and their resilience to climate change. Uspenskiy Alexander Alekseevich, outlined the main responsibilities of the center and expressed that: “Clean energy is one of the most promising directions in the near future, and I sincerely welcome further cooperation with interested parties in China. Grishanovich Anatoly Petrovich, Director of the CIS (Commonwealth of Independent States) Innovation Fund, discussed Belarus’ support mechanisms for entrepreneurial projects and start-ups, as well as their fund’s financial grants and incentive policies for innovative projects.

Zhou Hongchun, Researcher of the Development Research Center of the State Council of China, introduced China’s carbon neutral policy orientation and the policy system of renewable energy development, analyzed the development trend of renewable energy resources after the reduction of preferential policies, and emphasized the importance of developing smart energy where energy sources, networks, transmission, and storage are integrated in order to resolve issues of optimal energy allocation and efficient utilization. He concluded that "clean energy cooperation between China and Belarus is very promising, and we recommend that the organizers of this seminar form a memorandum of understanding to solidify the consensus reached today."
Li Yingfeng, President of Shenzhen Energy Corporation, the first publicly listed large-scale joint-stock enterprise in China’s power industry and with a current value of 130 billion yuan, demonstrated how the results of Shenzhen Energy Corporation’s green and low-carbon transformation are at the forefront of the industry, and the measures SEG is taking to promote international cooperation in clean energy projects and assist the global green and low-carbon energy transition. He emphasized that SEC is highly interested in the development of clean energy in Belarus and will actively strengthen project cooperation in the fields of waste incineration power generation and renewable energy, so as to assist Belarus establish a green, efficient, self-sufficient, and sustainable energy system.

Liu Chunshao, Chairman of Jingneng (Xilin Gol) Power Generation Company, a pioneer of the “ecological coal power” model and recipient of the 2020-2021 National Quality Project Gold Award, discussed the difficulties in transforming the coal energy industry owing to its large base, but outlined the significance of their large-scale industrialization experimental project using carbon dioxide and hydrogen synthesis to produce an annual output of 100,000 tons of methanol. He also shared “five world firsts” and other world-class innovation achievements of their power plant, and presented an organized outline of the great significance and feasible path of establishing the "source network load storage (hydrogen/methanol)" carbon neutralization technology scheme of "solar thermal hydrogen coupling."
Wang Zhengtong, Chairman and CEO of Shanxi Xiangrui Energy Co., Ltd, outlined their vision to become a “unicorn” enterprise in the new energy digitalization and energy aggregation services sectors, and introduced their “low-carbon cloud account" ecological products, which have taken the lead in realizing the digitization of the whole process of Carbon Asset Management in China. In his view the seminar “not only built a platform for China and Belarus to discuss energy transformation schemes, but also provided an important driving force for Xiangrui Energy to impress the world market with new technologies, new business forms and new models. It will accelerate the future redistribution of the international market.”
Wu Shiwen, Director of Business Development, Eurasian Region Division, of CITIC Construction Co., Ltd., a subsidiary of China’s 30th largest enterprise CITIC Group, said that “CITIC Construction has developed into a comprehensive service provider with the strength to undertake major international projects." He summarized how, as one of the earliest Chinese enterprises to enter the Belarusian market, CITIC Construction’s three new cement production lines and Geely Automobile production lines have been highly praised across all sectors of society. He concluded that CITIC construction will continue to actively participate in local industrial modernization, green energy and other projects to boost Belarus’ economic self-sufficiency.

Guests from all participating parties unanimously stressed that the holding of this seminar on clean energy innovation and cooperation on the 30th anniversary of the establishment of diplomatic relations between China and Belarus is a great symbol of the strong relationship and bright future for cooperation between both nations. Continuing on from the seminar it is hoped that a memorandum of understanding will be formed, institutionalized channels for communication will be established, specific major capacity cooperation projects such as in waste power generation will be explored, and that further space and opportunity for strategic cooperation between both countries on clean energy will be opened.
Wu Jianbo, Secretary-General of the GSEO, concluded the seminar with a statement: “this meeting serves the purpose of building bridges, broadening horizons, enlightening thinking, building consensus and enhancing friendship. It is my hope that more Chinese enterprises will join the GSEO in promoting green development, and through their projects benefit the peoples of both countries.”
